Child Health Issues

I have a five month daughter who is having vaccination on time. The Last Vaccination is IPV3. At injection spot after 1 month after last vaccination white liquid is coming sometimes. This happened 2-3 times in the last week especially during her massage and The skin which is swollen previously is now very reduced but the area effected is bit increased. The fluid is of cream color like water. We consulted couple of doctors one is saying wait for sometime other is saying they need to cut it and even force us to do the same day else there will be septic etc. This doctor asked us to do CBC, CRP and PDF.

She has been admitted hospital thrice with symptoms of infection and fever Doctors dignitaries used as immunoglobulin deficiency

My baby is 2.5 Months old. We are trying to get IPV Vaccine for her in Pune but no luck as there is shortage of it all over India. OPV is already given to my baby. Is it compulsary to give IPV for 2 times in first year. If we are not able to get it, will it affect baby health in long term?
