Whitish substance under foreskin

Hello Doctor, I have been experiencing itching inside my foreskin for the past several days. Today, I retracted my foreskin to check the area, and I noticed a whitish, powder-like substance accumulated underneath it. Could you please let me know what this might be and how I should clean it safely? When my foreskin is in its normal position, I cannot see anything unusual. I only noticed this after retracting the foreskin. I have attached two images for your review. Could you please check them and let me know what this is and what treatment, if any, I need? Thank you.

Rabies risk from dog's saliva

A dog had probably eaten from the garbage bag ket outside as the garbage collector didn't pick it up today. It took me 2-3 minutes or more when I tried to pick it up with a stick and put it on the side. But the bag fell on the ground and some liquid splashed up in my eyes. I don't know if this poses a risk for rabies or not and if I need to get vaccinated? Because saliva may not have dried but it was over 3-5 minutes since the bag was lying isolated. Kindly advise please.

Pain while breathing

For the past two days, I have been experiencing upper left-sided pain when taking a deep breath, which causes shortness of breath and radiates to my left shoulder. The pain becomes significantly worse at night and improves in the morning. Additionally, I am experiencing ongoing gastric issues: my stool is discolored, always floats, and sometimes has visible particles in it (I suspect worms). I also have acne. Given this combination of severe nighttime breathing/shoulder pain and digestive issues, is this an emergency, and should I consult a General Physician or a Gastroenterologist first?

Fever and body pain
