Balanitis symptoms

Hi Doctor, i have some Balanitis symptoms on my penis foreskin, Will you please check attached image and confirm? 1st image is of my penis normal look in flaccid state and foreskin not cover glans in flaccid state also. So today while retracting my foreskin more back i found my outermost foreskin tip sticked to the shaft through some swelling as seen in 2nd attached image. Maybe due to this reason my foreskin is not coming over glans again. Is this a symptom of Balanitis. I also cleared smegma deposited there from so many years which i didn't know to clean it regularly.

Numbness in feet

My feet feel numb all the time. I talked to my local doctor and they said that it's because of my diabetes. But the cures that they suggested weren't as effective. I want a fool-proof cure for this problem. Whenever I lie down or stop my movements, I feel like my legs have been cut off, that's how numb and swollen they are. And when I move, my feet just hurt so much to walk that even little movements become a tough task. What do I do?
