I can retract my foreskin to middle and a little bit more in glans but not completely retract what to do to retract foreskin upto glans easily without tension (Is it necessary to retract foreskin completely)

Corona swelling
Hi Doctor, will you please check attached image and also zoom it for proper examination. My foreskin outermost tip looked like sticked with the shaft due to some swelling behind glans or corona. Will you please check and let me know this disease name and also if you have any cream/ointment treatment for reducing the swelling and freeing the outermost foreskin to cover glans again. So I have been observing this issues for the last 3-4 months where I observed white remains on my penis with foul smell originating from under my Penial skin but after washing at the time of bath it would go away but again the next day it would re appear so this has been going on along with redness and penial area irritation.
