Weight plateau despite consistent effort

I’m 28, female, 160 cm, currently 69 kg. I was ~79 kg two years ago but have plateaued at 68–69 kg for 6–8 weeks despite ~1,500 kcal/day, 80–90 g protein, 10k steps daily and strength training 3×/week, not sexually active. Interestingly, my weight is unchanged but measurements are falling: waist 36"→34", under-bust 33.5"→32", over-bust 41.5"→39", hips 41"→40" since 1 September. Clothes are looser and I look more toned. I have PCOS/PCOD and hypothyroidism, take Eltroxin 50 mcg/day, and my thyroid/ovarian ultrasounds and prolactin are normal. My March fasting glucose was 76 mg/dL; LDL 104.3, HDL 39, and ALT 49 U/L. My periods are irregular (Aug 1–4 and Aug 17–22; none yet in September).

I've been unusually sleepy and fatigued, I've gained abdominal weight and my clothes have gone from S/M to L, my waist increased from 30 to 32 inches, and I don't feel energetic. Also, shortness of breath if I do any activities, i mean any work or sweeping, also I get dizziness sometime. Bloating and takes lot of time to digest. Feels like I want to sleep all the time. I get 3 days periods only, nowadays. I used to have 7 days period. I don't know what issues I'm facing internally. But I know I'm not feeling well.
