White tiny bumps near pubic hair

White bumps on the private parts
Recently have got the tiny white bumps around the lower end of penis. Its not paining but was bit itchy which went off after applying candid powder. But due to pubic hair friction it occasionally becomes itchy and it becomes a bit red which is at the end of the penis. There is no pain but i see few other bumps but i am not sure if its a hair root or actually a bump. Assist what to do, or some kind of treatment.
Penile discomfort
Respected doctor, after masturbation got a soreness like discomfort at part of penile head section, it's more of feel like that part area has become over sensitive. This happened 8 days back, now it's bare minimum but it's still there if tapped or cloth gets rubbed. How long does this usually take to resolve?? I got no itching, no pain or discharge. I had done protected sex 24 hours before with a prostitute in a massage parlour , in entire process condom was used and when sex was finished off we both saw blood on condom and she told me she was on periods and this is menstrual blood and when i removed condom there was no blood on my penis and penis was clean and there was condom oil on penis seen only but no blood was seen on penis and then i washed penis with water and there is no cut on my penis I am scared of getting STD infections from her and i have HIV concerns I had done my Viral marker test and HIV test both results are Negative within 24 hours Do i have to take PEP course of HIV ?
