Good morning, You are not diabetic, you should not start any medication, but you should always maintain your diet, no high sugar should be there in your diet. Your vitamin d levels are quite low, For that, you should take sachet calcitriol 60k with milk For 3 days continuously once a day, And after that once a week for 3 months

Vit D supplements have to be taken. You are in pre diabetic stage. You should take dietary precautions. Regarding,  what "kind" of Doctors you should consult, please consult a conscientious Doctor.

Your HBA1C is 5.7 ie not diabetic , You have deficiency of vitamin d .you need treatment with D-rise sachets 60000 iu once weekly for 15 weeks along with calcium supplement daily. If you are symptomatic injection form of vitamin d  could be considered. Exposure to sunlight for 20-30 minutes in the morning, Milk and other dairy products,eggs , oranges and codliver oil are rich sources of vitamin d.
