Low amount of t4 is not the only requirement for diagnosing hypothyroidism. There are many reasons behind thyroid disorders. You should consult physician with complete thyroid profile like tsh,t3 also

Low T4 must be interpreted with TSH, symptoms and whether free or total T4 was tested. Causes include thyroid underactivity, pituitary problems, illness or medication effects. Do not start or change thyroxine from T4 alone. I would review the complete thyroid profile and clinical findings.
