The HbA1c level of my mother is 7.6 %. She is on no medication. Does it imply she is diabetic? Do we have to start regular medicine? Many thanks.

Your mother's increased HbA1c indicates poor glycemic control for last few months. She need to start medications and also need further workup for lipid profile,kidney functions, eyes and other system evaluation, so that her glycemic control should be managed without further complicating it. You can consult me for regular medications and for better sugar control.
