, the normal range for the hemoglobin A1c level is between 4%and 5.6% Hemoglobin A1c levels between 5.7% and 6.4% mean you have impaired HBA1C. Levels of 6.5% or higher mean you have diabetes.

He is neither Diabetic nor Pre diabetic. He needs no medicine.  All that he needs is lifestyle modifications.

Lifestyle modification along with diet and exercise will be good. No need for medications for now. Keep checking HbA1c every 6 months. When it goes beyond 6.5 he might need medication.
