Looks like Cellulitis or deep vein thrombosis. Please consult a General Physician. She should have a complete health check up package done and also Doppler studies of the leg to exclude Deep vein thrombosis.

This can be 1) Cellulitis 2) Deep vein thrombosis 3)Septic arthritis 4) Lymphoedema 5) Gout: Although typically affecting the big toe, gout can cause redness, swelling, and severe pain due to uric acid crystal deposition 6) Erysipelas And few more. You have not mentioned whether the patient is diabetic or not. The differentials will change a bit in such a case.
