Instead of cetrizine you can go for levocetrizine which causes less sedation and potentially equals to cetrizine. Usually we advise once daily at bed time but as you are asking for severe symptoms so you can take it twice.

ONLY ONCE A DAY, THAT TOO AT BED TIME. THIS MEDICINE CAUSES DIZZINESS, EXCESSIVE SLEEPINESS. DO NOT TAKE IT BEFORE DRIVING/HIGH CONCENTRATION DUTIES.

You can take 10 mg twice daily. But, cetrizine is usually taken at night as it causes drowsiness in some patients. Avoid if you're a driver or a heavy machine operator.
Next Steps
instead of plain cetrizine, you can take a cetrizine and montelukast combo for better results. But, this should be taken only at night.

For a healthy adult, the typical dosage of cetirizine is 10 mg once daily123. It’s important not to exceed this dosage, as higher amounts can increase the risk of side effects such as drowsiness, dry mouth, and dizziness1. If your symptoms are severe or persist, it’s best to consult with me for personalized advice. They might recommend additional treatments or adjustments based on your specific condition. Is there anything else you’d like to know about managing cold or flu symptoms?
