A rise in TSH level and normal T3 and T4 means subclinical hypothyroidism.Usualy treatment is not required unless you are symptomatic,TSH level is above 10 ,or planning for a pregnancy.However tiredness could be a symptom, consult an endocrinologist in your area for a clinical examination and appropriate management

If ur TSH normal and T3 is less than normal!... Then It is sub- clinical hypothyroidism! Any Drugs are u using??? Iodine deficiency??? Check  for ANTI TPO antibodies.. CHECK AGAIN TSH T3 T4 AFTER 4-5 WEEKS!.. U have to start thyroxine !....
