Yes they are safe but diet based only on raw food will not be helpful for sugar control
It requires consideration of all food which you are including in your diet

Fruits and vegetables are rich in essential vitamins, minerals, antioxidants and fibre. They are safe and recommended for people suffering from Type 2 diabetes as well. But make sure about the following restrictions :
Fruits allowed : Apple ,Pear , Peaches, papaya, Guava, jamun, melons, oranges (100-200g/day)
Fruits to be taken in moderation : Mango, Banana, Custard apple, cheeku , dates, grapes, figs, leechi , sugarcane.
Vegetables allowed : light veg like ghia, tori, tinda, parwal, ladyfinger, Tomatoes, cauliflower, broccoli, drumsticks
Vegetables to be taken in moderation : potato , sweet potato , raw banana, arbi , jackfruit.
