This condition is known as Impacted canine ,for getting this permanent tooth in their orginal position you should go for removal of baby teeth and create the space for permanent teeth by braces treatment by Orthodontist.

Is there pain ? I guess there's pain because no one randomly gets an XRay of the tooth done. Now if it's bothering you with pain then they need to be extracted urgently and ultimately those milk teeth need to be extracted and then a long 6 months to 1 year cycle of orthodontics treatment can be followed.
