Please consult with a General Physician in your area who can examine her. I am sure you may not know what medicines for Hypertension your mother is taking and when was the last time she got her BP checked. So the interpretation of her symptoms is not possible.

BP should be controlled of any patient who is old age .
Reason of Pain in BP patient can be many so you should take proper consultation .
Tab- Asprin 75 mg per day with Tab- Atorvastatin 10 mg 1 time per day can be taken in acute condition.
Next Steps
Test- D- Dimer, CRP, CBC with ESR , Lipid profile , LFT and Vitamin D and B12 should be done to find out what's exact cause of that pain.
Health Tips
Take less spicy and fatty food
Do exercise like yoga and meditation.
