I have grade 2acl tear(date 15nov 2017). I don't feel any locking or instability while walking or moving up stairs .but when I think for running the leg don't support .I am unable to bend my knees in full motion..so can you suggest can ACL be healed and strength by exercise and diet or surgery is only the way...

ACL is responsible for both translational and pivoting/rotatory stability of knee joint. Depending on the type of fibres which have been damaged, you will have symptoms. If you only have on off pain or weakness in affected leg, it would go with exercises.
If you are suffering from instability while climbing stairs fast or playing your sport or running or jumping from a height, you should visit your orthopaedic doctor.
Also without a clinical examination concluding anything is futile and baseless
