There are written policies regarding management of children with special needs and that should be followed strictly, but who cares.

Last month when I was in remote areas of eastern UP, I was surprised to see the living status of special need children. Totally negated, poor policies, poor infrastructure and poor medical system all are equally responsible. NGO'S with no experience in this field is just making the mockery of our health care system. Every 3rd out of 1000 newborn is born with potential cerebral palsy case and our medical system is unable to make a firm policy on it to date. 

Why is Medical Council of India not acting on it?
