Hello While the picture is not clear it points towards a retention cyst (probably a mucocele). While the condition it self is not very alarming (and can be resolved by a minor surgery) the concern is why is this happening frequently (lower lip then upper lip). You can visit a specialist dental surgeon (Oral surgeon/Oral medicine) doctor for greater clarity on this issue
Next Steps
Visit specialist to rule out root cause

It is a mucocele, there is nothing to worry about as it heals on its own . It usually occurs due to mouth sucking habits or lip biting . Basically it is a response to the trauma that your lips may encounter quite frequently. It is painless in nature . But as you indicated that it is for the second time , I would suggest you to follow the instructions given by your dentist .
Next Steps
Try avoiding biting your lips and refrain from putiing any trauma to your lips .

Hi this is called a mucocoele. Usually occurs if you have a lip biting habit or because of a sucking action of the mucus membranes. It is usually painless as you described. Its nothing to worry about, does not require any treatment and will resolve on its own. Meanwhile you can follow the instructions given by your dentist.
Next Steps
Since you mentioned this is second time you are getting it, if it keeps recurring then the treatment options would be to surgical intervention, laser or cryosurgery.
Health Tips
Please refrain from biting your lips if you do that.
