Hi Post workout intake within 30 min is best for absorption. Also take in the morning also and need to see your BMR and your carb intake and timing to see adequate results. Height data would have given more insight into your condition and any comorbid condition and any medication you are taking.

Before work-out is good, after 1 half hz of the work-out proper high protein and high carbohydrates food can increase weight. But better way consult your gym trainer or dietician. May they will you help out.

Hi You should take whey protein post workout as muscles absorb it better way. Take well balanced diet. Include natural protein in all your meals, breakfast, lunch and dinner. Have sprouts, lentils, paneer, curds, seeds and nuts. Start your day with 5 overnight soaked almonds, 1-2 soaked walnuts and a cup of milk. In winter you can add 2 dates also, don't add in summer. Take plenty of variety of fresh seasonal fruits and vegetables. Drink at least 8-10 glasses of water to flush out toxins from your body. Eat your meals mindfully. Slowly you will gain weight, 2-3 kgs in a month.

Apart from whey protein you'll need a well balanced diet with good balance of micronutrients as only that will help in better utilisation of protein and other nutrients. An overall balance is the key to good health and muscle gain as well.
Next Steps
Take the whey protein post workout. You should avoid taking it post dinner or as bedtime.
