It's indeed a very common problem seen in young adults. External application of creams and lotions won't do any good unless internal medications that purifies the blood is administered. ( Pitha and koshta sudhi should be done).
Next Steps
Virechanam/ Purgation with medicines like Avipathy choorna along with other (kashaya/ decoctions )medications would definitely help. Please do it under medical supervision / doctors advice  . You can contact me for detailed evaluation and dosage of the medicines .
Health Tips
Use triphala kashaya as face toner/ face wash. You can try applying Eladigana choornam mixed with buttermilk as a face pack.

Definitely it's because of hormonal changes, so normal cream or face pack will not cure them properly. Treatment also depends on which part face he is having pimples like on forehead or cheeks or chin or everywhere...also their size and nature...these factors are important in deciding proper treatment for him
Next Steps
consult privately for permanent cure

Due to puberty hormonal changes happen and pimples do happen. He needs to keep his face clean by washing with nice facewash after coming frm outside so that oil and dirt doesn't accumulate.  Applying alovera, lactocalamine ,neem bark paste on pimple will help.
