It may be frozen shoulder - it is self limiting condition - it takes upto two years. If she is diabetic- make sure -sugar is controlled. If possible get x ray to our other causes . Consult orthopaedic dr. Treatment options - physio wax bath/IFT/USG , injections manipulation. In current situation mild painkillers and hot fomentation might help.

The information provided is not sufficient. It could be a frozen shoulder, biceps tendinitis/tear or rotator cuff tear. Will need an examination by Orthopaedic surgeon. To determine what exactly is the problem. Might also need an MRI.
Next Steps
rest, mild analgesics like 1gm paracetamol, activities as tolerated.
