If it burst firstly keep it clean and use any antiseptic gel
It will heal itself within a week
Nothing yo worry,
Maintain hygiene.
Not to burst the blisters.
Zerodol sp three times a day after food for 3to5 days.
Montek lc one at night for 3to5 days.

This doesn't seem to be a reaction due to Tetvac. It could be due to the chemical that was used to clean the skin. You should use antibiotic ointment like Soframycin or Betadine.
Appears to be a local allergic reaction to the tetanus vaccination.As you don't have any signs of infection,do take care of the blisters without puncturing it.
It's either allergic > infective probability. But since you have no fever and it's not painful , just observe ,if it spreads consult immediately. Meanwhile take c. Amoxyclav 375 BD x3d and cetrizine ODx3d , apply oint neomycin at site. Do not punture blister for now.
