Surgery at this age is definitely not a good option. Most of disc cases are solved with exercises itself.Machines help in reducing muscle tightness and pain but exercises are most important part to bring your disc back to its place .
Next Steps
start with physiotherapy. Drink lots of fluid (water) avoid forward bending.

Look at your age you have mentioned, surgery should not be a option at all. Yes it can be treated with tens,IFT and few postural alignments and exercises.

You are very young. Better not to go for surgery. Physio will plan out the treatment program for you accordingly. Also exercises along with electro modalities will be given.
Health Tips
Forward neck bent position for a long period is not good. Take breaks in between if you are studying or working in laptop.
