Your child needs dental checkup and treatment. Yes this will not go away on its own without treatment. The photos are not enough to decide the suitable treatment. Visit a dental clinic in your city for faster recovery. Also your child may need Orthodontic treatment also. Again the photos are not enough. Visit an orthodontist. Hope this helped.

Hi, yellow lining (tartar) will build up around the teeth when brushing is not done with the correct technique. I can understand your problem, though brushing twice a day you still observe that lining it might be because that tartar would have been hardened before you started cleaning effectively. Once tartar is hardened, how effectively we brush also we can't remove that lining.
Next Steps
You should go to a dentist and get cleaning done.
Health Tips
After the cleaning procedure, brush with the correct technique daily (teach the child as well) so that you won't observe that lining at all in the future.

Please visit a dentist or get an online consult for correct tooth brushing technique. This seems to be dental plaque indicative of incorrect brushing technique

Looks like dental plaque/calculus. (Poor oral hygiene). Maintain oral hygiene. Brushing twice a day. Avoid too sweet and sticky food items. Visit a local pedodontist for physical evaluation and treatment (if required).
