The two vaccines to be compared are Gardasil and Cervarix.
Gardasil and Cervarix are effective against strains 9,11,16 and 18 whereas Gardasil 9 could be effective against only strain 9 virus (this is my assumption).
From that standpoint Gardasil is better.

Both have equal efficacy to HPV viruses 6, 11,16, 18. But gardasil 9 also provides additional protection other 5 types. If cost is not an issue, gardasil 9 is preferred.
