There is nothing permanent , if you maintain it well they will work for quite a long time , cost is a variable that depends from doctors experience , qualifications , and the area of practice and the quality of materials , is it a composite or a ceramic veneer and the company or lab manufacturing it

Laminates are definitely a long term solution for fluorosis. They should last you for a long time but using the term permanent would be too much.
The cost would depend on the material, the dentist, the lab and the type of teeth, unfair to give a number here.
