It means that the sugar levels are higher than normal but not so high that we label it as diabetes

Fasting glucose level indicates impaired fasting glucose level ie pre diabetes where as post prandial glucose level is normal.To be certain do HBA1C .life style modification and diet modification -increase water intake, reduce carbohydrate, increase consuming fresh vegetables and salad and exercise for 30 minutes a day for 5 days in a week.
As of now,reports are ok,not putting you in the disease category.However,your fasting sugar is borderline so you must start lifestyle modifications with diet and exercise.

PP- 140- 199 mg/dl and HbA1c- 5.7 to 6.9.
3- Diabetic- Fasting - 141- 199 mg /dl
And PP- more than 200mg/dl
And HbA1c- more than 6.9 .
So you can decide that you are not pre diabetic but you have Glucose impairment as intolerance to glucose.
