Hello As soon as teeth begins to appear it is very important to keep them clean to prevent formation of hard deposits or decaying. Initially you must have cleaned your baby's gum pad before appearance of any tooth, with a soft cloth or gauze. Similiarly now that 8 teeth are there, you may use a small baby toothbrush and clean them daily once/twice. It is always good if toothpastes are used( just the size of a rice grain). These pastes have palatable flavor. If you are worried about them swallowing the paste...it is ok if you use just toothbrush wetted with water and clean with a cloth. But as soon as child learns to spit, use toothpastes.
Next Steps
Since teeth are already rough to touch you might need a dentist's help to sort it out initailly and later maintain the oral hygiene as mentioned above.
Health Tips
Kidodent, Pediflor namely few others are kids toothpastes.

You need to clean your baby's teeth using a clean cloth especially at bedtime. This habit will go a long way in keeping your little one's teeth healthy You may refer to my article- When to introduce brushing in kids Even though milk teeth will fall out, it's important to take good care of them. In fact, it is recommended that parents begin a mouth-cleaning regimen even before baby teeth erupt.  Wiping a baby's toothless gums with a wet washcloth after feedings removes surface bacteria that can cause plaque.  Once those first teeth have come in, switch to a soft toothbrush, which you can use on both the teeth and the gums.  When your child turns 2, you can add a pea-size dab of fluoridated baby toothpaste. Ask your child to spit the toothpaste, not rinse with water to avoid ingestion of any fluoridated toothpaste. Do plan your baby's first dental check up in his first year, just to make sure his teeth are coming in properly. Also, dental check up at such a tender age makes the child comfortable with the dental clinic and prevents the development of dental visit related anxiety that is commonly seen. This goes a long way in maintaining your little ones teeth and gums healthy. Healthy teeth, Happy kids :)

Hello. Your child’s teeth may have started to decay with the initial process being roughness. Avoid night feeding the baby. Also after every feed, just take a soft cloth or gauze wrapped around your finger and clean the teeth. It is advised to use a finder brush to brush the teeth nicely. At this age, it is advisable to see a dentist to do a fluoride application on the teeth the arrest the initial decay and make the teeth stronger n to avoid further damage.
Next Steps
Visit a pedodontist and get fluride application done.
Health Tips
Do not allow the child to sleep immedialy after milk feeding without cleaning the teeth
