Being pediatric dentist I would suggest to get xray done to know the cause of delayed eruption.. generally teeth start erupting at age of 6- 8 months..but can be delayed in some cases too
Next Steps
give him syrup containing calcium and vitamin d3

Usually tooth erupts by this age but if not erupting called delayed tooth eruption. It has many reasons like premature birth, nutritional deficiency, anemia , vit. D deficiency or any genetical reasons If the tooth is not erupting by the 18 month of age you should definitely see a dentist by then you can pay attention on proper nutrition of the baby
Next Steps
Visit your dentist for a clinical and radio graphical examination which will give a clear idea about the delay in tooth eruption

Pls consult a dentist, preferably paeodontist, personally. Without physical examination or any other investigation it won't do justice to your child's case. With wet and clean cloth (with help of your index  finger) please wipe the whole oral cavity (palate, is, tongueof your child thoroughly after every meal. It is mandatory before nap or bedtime .
