I am previously vaccinated 10 to 11 years ago . Yesterday night I was standing at quite a distance from a tree (atleast 4 feet) and I could hear some bats deep inside the tree but I couldn't see them. When wind blew a singular very tiny droplet somehow touched my lip and it was cold and thin. I couldn't even feel the drop when I put my fingers on the lip. Am I being paranoid about rabies or does this warrant a pep?I washed my lips within 10 mins with soap and I wiped it off immediately.

No need to worry at all 👍
That tiny droplet at a distance, with immediate washing, doesn't qualify as rabies exposure especially with your prior vaccination. You're completely safe.

Based on your description, this does not appear to be a rabies exposure. Rabies is transmitted through a bite, scratch, or direct contact of saliva/neural tissue with broken skin or mucous membranes.
Simply being near bats and feeling a tiny droplet carried by the wind is not considered a rabies exposure. Washing your lips promptly was appropriate.
At present, PEP is generally not indicated based on this history.
If you had any direct contact with a bat, bite, scratch, or saliva exposure, please consult me immediately so that we can have a detailed treatment plan ."
