If dog licked my hand and the dog saliva dries on my hand after sometime and then accidentally I touch that hand to my mouth, then since the dog saliva has already dried before that hand touching mouth, can I get rabies in this situation?

No the chances for such an instance is very rare. The first thing to do is to wash the wound for 10 minutes with running water along with soap. Also don't forget to thoroughly gargle your mouth with normal water. Vaccination is needed when there is breach in the skin leading to deep wound.

No. Highly unlikely you'll get rabies. The virus doesn't survive out of body for long.
Next Steps
wash hands always after petting any animal if you are not sure if it's vaccination status.
