There can be endless reason , these can be  physical or psychological . For physical reason visit doctor and for  psychological reason visit psychologist or psychiatrist. If you are worrying about your father health in that case you can go for counselling.

The urgent need, I feel, is to consult your father's diabetes doctor. There may be a need to assess his blood sugar level and other health parameters to understand more about his symptoms. If he is cleared in terms of physical health after the assessment and modification in the treatment and yet he continues to have the same symptoms of insomnia, do consult a psychologist for assessment of his mental health. He can try to engage himself into any mentally relaxing exercises or hobbies that he can pursue which will make him feel relaxed.
