  4. Neck problem. Reason of upward looking?

I have 3 month old boy . He always looks upward. While sleeping his head remains slightly bent. His child specialist doctor suggested ct brain scan. I want to know if ct brain scan is safe for such baby and what are the reason of upward looking ?
