Hello. I'm sorry to hear your mother is going through this. Neck pain radiating to the right arm with tingling or altered sensation may be due to a cervical spine problem (such as a pinched nerve), but she needs a proper evaluation before deciding the treatment.
Next Steps
Please book a teleconsultation with me. I'll review her symptoms and X-ray, advise if any additional tests like an MRI are needed, and guide you on the most appropriate treatment. .
Health Tips
If she has severe arm weakness, loss of bladder/bowel control, or unbearable pain, please seek immediate in-person medical care. Wishing her a speedy recovery

Based on your description, your mother’s symptoms are suggestive of cervical spondylosis with possible cervical radiculopathy (compression or irritation of a nerve root in the neck), which can cause neck pain, pain radiating to the arm, tingling, or numbness.
Since her hand pain and abnormal sensations are worsening despite treatment, she should consult an orthopedic spine specialist or neurologist. An MRI of the cervical spine may be required to evaluate the nerves if symptoms persist or worsen. If she develops significant weakness in the arm or difficulty with walking, bladder, or bowel control, seek urgent medical attention.

An MRI cervical spine may be required if symptoms persist or there is weakness/numbness. Seek urgent evaluation if there is progressive weakness or bladder/bowel symptoms.
Proper evaluation and personalised advice are needed for your concern. A detailed consultation would be best to provide accurate guidance.

She may require a CT scan of the neck and spine... But need to see the xray image first and need some more details like any tingling or numbness in hand etc., to confirm it
