It can't be told what is it surely by looking at picture. As you mentioned it is seen at current day,it may be any insect or ant bite,or only patch of dryness.      You can apply any antiseptic cream.

It is medically termed as pityriasis alba. Its a very common skin problem. Usually it is caused by low serum copper, and other trace elements, exposure to ultraviolet rays, excessive washing of face or bath. It usually don't turn into vitiligo. Normally it goes away by improving diet and including fruits in diet.
