I am a heavy smoker.I have mouth ulcer for over 10 years now and can not chew hard objects like chapati corners, hard vegetables or fruits and no chilly products as well.

Any ulcer which doesn't heal beyond 3 weeks is to be seen with suspicion for malignancy. Since you report having an ulcer since 10 years it's mandatory for you to have a biopsy. The charges for biopsy will depend on the type of biopsy to be performed. Kindly consult an oral health professional immediately without delay.
