What is the age of your sister.. The most common cause of chronic knee joint pain is osteoarthritis knee.. But since this is associated with swelling in the same limb, we need to look for some vascular causes..  Is she having any difficulty in walking because of pain and swelling.. Do you notice any redness or local rise of temperature of the limb..
Next Steps
I would suggest you to get some investigations done to rule out the causes which may be causing this problem.. Pls get Arterial/ Venous Doppler of left lower limb. Also get x ray of knee joint to know the status of the bones..
Health Tips
Pls ask her to keep her limb elevated over pillow.. She may start with ankle movement exercises,  active toe movements.. Ice fomentation..
