It is not recommended to take I pill at any point of time in your cycle because it has a high failure rate and it has many side effect in the form of excessive and irregular  bleeding also chances of you getting pregnant 3 today's prior  to periods are unlikely

Yes But as you are near your periods because of taking I pill your periods might get delayed
