Gum on teeth
Due to newly arrived Akkal dadh , wisdom teeth on both below Sides , right ones teeth has appeared and the Gum above it has recently separated from teeth but still attached to gum behind teeth , like a upside cone, which rest on teeth I hope this piece will too be Separated and removed in few days

Wisdom tooth which u call akkal daadh eruption is common at this age. Your gum which is present over the wisdom tooth will get separated very soon. Till date if you are having pain you can contact your dentist or you can contact me here on practo for further converation.
Next Steps
Do warm water mixed with salt and do gargling 5 to 6 times in a day if you are having pain. You can take Tab Zerodol sp if you are having pain.
Health Tips
You can use Rexidine m forte gel over the gums if you are having pain. Maintain oral hygine of that area properly.

As per your age moat probably the overlapping gum will disappear gradually. If any discomfort in that region, do warm salt water gargle repeatedly.
