Looking like proximal tibia fracture, need more information like digital x-ray or CT scan and clinical examinations for dicision making whether to operate or not.
By the way it depends on many factor like age of patient, what activity level required, whether patient is sport person and comrbidity like high blood pressure, Any long term illness, fitness for surgery.

As much as can be assessed on the xray film shown, I would not like to operate this patient.
I would like to treat by above knee cast for 6-8,weeks followed by non weight bearing knee exercises.
