Surgery is required for sure. Type of surgery Depends on the pre-injury activity levels and whether he has any co-morbidities like increased BP or sugars or any long term medication. If very active before injury and had no other problems then Total hip replacement is better. But if was suffering from multiple problems in the past with low activity the Bipolar hemo-arthroplasty/half hip replacement is better.
Next Steps
complete examination and blood investigations.

Right sided neck of femur fracture, if 3 weeks haven’t passed yet, vascularity should be checked by mri for the choice of implant, if its more than 3 weeks go for bipolar hemiarthoplasty!
Next Steps
CC screw fixation if blood supply is intact otherwise bipolar hemiarthoplasty

Surgery is the only option that is Bipolar hemi arthroplasty. He will be able to walk the next day from Surgery with the help of the walker.
