The reason for this kind of chronic condition could be allergic or autoimmune. Try to think what different application or food you have introduced in last three months. Try going gluten free or dairy free for sometime. More common is that it could be an autoimmune condition, these skin manifestations are common in pemphigoid diseases. However treatment is only palliative, using steroid ointments, which you are doing. You should visit a dermatologist for a more comprehensive treatment management.
