As you do not know the history of the dog as well as the behaviour of the dog was not normal, it is advisable to take anti rabies vaccine on day zero, day three, day seven and day 28. Kindly DO NOT ignore a tiny scratch as rabies doesn't have any treatment. A tetanus vaccine and anti rabies vaccine would be self sufficient.
