As advised by other Pediatricians these are symptoms of allergy...don't panic they will improve with age...consult Pediatrician or ENT specialist as per your wish... Antiallergic like Allegra or Monteleukast have to be continued for a longer time...
Make the child learn some breathing exercises or yoga...that will also help

once baby grow it gradually subside
continue medicine near by pediatrician, no need of change dr regularly
