It's normal for infants to cry before passing urine.Should be worried if any other symptoms like fever or if any high coloured urine or change in stool colour to pale.May need lab investigations in some scenarios.

Hi
Gen babies do cry before passing urine or stools as it's a new sensation to them ...will resolve as they grow..but if u find any difference in the frequency or color of the urine or any fever or any decreased feeding or not gaining weight better to get consulted once with the pediatrician for urine routine and assesment..
