If your having fluorosis then bleaching r laminates veneers are the options and if it's deposits and calculus you can get only scaling and polishing for deposits

Since when do u have yellow teeth... Is not that fluorosis.. Is it since birth... As treatment depends on correct diagnosis.

Usually you need scaling and polishing as first step Afterwards, if you still wish to improve the colour, you can opt for bleaching
