Persistence voice problem due to mucus in throats all time, unclear throat, need to clear throat whenever I want to talk, very uncomfortable feeling specially when having a discussion

As per your description you might have post nasal drip.. need to be evaluated for nasal allergies or chronic rhinosinusitis.. visit an ENT specialist for proper assessment and treatment
