My serum Vitamin B12 came out to be 170. pg/ml which is lower than its normal range whereas active B12 HoloTc came out as 100 pmol/L which is in normal range. What I should consider then from these results. Is my vitamin B12 is low or normal according to HoloTc values ?

I completely understand your concern.
To diagnose your problem completely, I would need more information as well as some general tests and a primary family history. Your routine and other habits will also need to be known, so for the treatment of this problem, once consultation can be done through phone or video call, it is better.

Are you a Research Scientist or a Patient?
If you are a patient who is worried about his health then you should start treatment as per the Vit B12 value of 170 pg.
If you are a Research Scientist who wants to assess the standard of training of Doctors in India, then you should concentrate on Holo Tc value.
As your active transcobalamine level is normal. Total B12 on lower side does not need treatment.Try to take B12 rich foods such as milk and milk products milk, cheese, yoghurt if you are vegetarian and fish, meat, eggs
