Min injections needed are 3 under any circumstance however in this case its rather safe to say that you don't have much risk. However I'd like to know when this scratch happened and is the pet healthy and alive?

One dose vaccine is not recommended at all. If needed, course is of 5 or 3 doses based on exposure times and period .
Next Steps
take 2nd opinion before 3 days of exposure
